To sort this out you have to look at who was the initial agressor. If Iran acted peacefully, sticking to their own business, not threathening anyone and just being nice, then a US attack would not be classified as a preemptive strike, but an act of agression. If Iran knew about a planned aggressive attack they could strike first, and rightfully so. A threat is by definition an act of coercion. Coercion is by definition to force someone to behave in an involuntary way. Initiating force is wrong.
